McConnell Public Safety and Transportation Operations Center

Fairfax County and the Commonwealth of Virginia consolidated regional public safety and transportation functions to a new government office park. The centerpiece is the Public Safety Operations and Transportation Center which houses the County’s Emergency Operations and 911 Call Centers under the same roof with the State Police Communications Center and Transportation Traffic Management Center. The 2-story, 142,000-SF building accommodates more than 400 County and State employees, with 80,000-SF devoted to the County Public Safety Communications Center, 38,000-SF to the County Police Forensics Facility, and 24,000-SF for State police and transportation functions.
The $55M project program included the design of three levels of mission critical MEP infrastructure systems. Specialized mechanical systems for the forensics laboratory areas included steam humidification; fume hood and general laboratory exhaust air systems; and laboratory plumbing infrastructure, including vacuum, compressed air, and reverse osmosis water systems. Dual 13.2 kV primary feeders extend to the building via concrete encased duct banks, and two branches of emergency power were provided, one for life safety loads and the other for critical loads. JPA prepared a study for chemical, biological and radiological (CBR) criteria for the air filtration systems following new FEMA guidelines as part of the project.
