Military Department Investigative Agencies Headquarters Request for Proposal

Naval Facilities Engineering Command: Quantico, VA

JPA was part of a joint-venture design-build team to relocate MDIA headquarters as an implementation of BRAC ’05. The team provided programming and concept design for a new 720,000-SF complex which accommodates 2,635 personnel and 24/7 operations support. Preparation of the design-build RFP and post-construction award services followed conceptual design. The headquarters building was designed to accommodate all operational functions of the Naval Criminal Investigative Service, and Air Force Office Special Investigations, Army Criminal Investigation Command, Counterintelligence Field Activity, and Defense Security Services. Major interconnected building components included a security/reception center, headquarters office building, training center, and warehouse center.  The design conformed to Department of Defense Anti-Terrorism/Force Protection requirements for a primary gathering facility, including an upgraded CCTV system, secure fiber-optics, personnel access turnstile, building perimeter barriers, entry metal detectors and x-ray machine, high-security fences, arms storage, and motion detectors around the site perimeter. The data/telecom systems were designed with a DOD Counterintelligence Field Activity IT infrastructure.
